1. Yes. Maybe. Delta is changing its rules and you may be charged for the second bag. Have you given any thought to checking Delta's website yourself? There are many variables involved in this new charge and you have not given us enough info to answer you.
2. You can call Delta and they will give the information and whatever the charges will be for your destination, they allowed me 2 bags back in January but it is always subject to change these days.
